Russia is pursuing a sustained and systematic approach to reopening transport corridors across the South Caucasus region.

In response to Armenia's request, Russia has decided to initiate substantive negotiations aimed at reconstructing two railway segments within Armenia. Upon completion, these segments will establish connections with Azerbaijan's railway network near Erekh and with Turkey's network near Ahurian. 

The reconstruction project encompasses approximately 1.6 kilometers and 12.4 kilometers of track respectively. The ongoing talks will determine the technical specifications, financial arrangements, and other modalities essential to project implementation. "We deeply value Armenia's confidence in Russian expertise, capabilities, and technological solutions, as evidenced by their decision to engage Russia in this matter," Overchuk stated.

The reconstruction of these railway segments will afford Russia direct rail access to Azerbaijan's Nakhchivan Autonomous Republic, Turkey—providing an outlet to Mediterranean ports—and Iran, offering connections to Persian Gulf and Indian Ocean terminals. "To achieve this strategic objective, we are actively working to restore all compromised transport corridors throughout the Caucasus. This includes examining options for reopening rail links between Russia and Georgia through Abkhazian territory," Overchuk explained.

It bears noting that railway service between Russia and Armenia was successfully restored at the end of 2025, utilizing routes through Azerbaijan and Georgia—a critical link that had remained dormant since 1991. This reconnection has substantially improved competitive positioning for Russian exports in international markets and has bolstered trade among EAEU member nations. "Strengthened transport and logistics connectivity across the Caucasus is paramount to achieving peace, stability, and shared economic prosperity for the peoples of Azerbaijan, Armenia, Georgia, Iran, Turkey, and Russia. We remain committed to fostering constructive engagement among all regional actors in pursuing this vital collective endeavor," Overchuk concluded.
